Dear Councillor Blais,

I hope you are well.

Do you know that less than 1% of the water from our water treatment plants is actually used by us for drinking.

How can that be? What happens to the rest of it? Please read the following synopsis and see for yourself.

Just think about all of the uses we make of our drinking water.

Examples of what actually just goes

Down the drain at home:

  1. Washing our clothes, water down the drain.
  2. Dishwasher or dishes washed in a sink, water down the drain
  3. Bath and shower, water down the drain.
  4. Hand, face and other body part washing, water down the drain.
  5. Every toilet flush, at least a dozen times a day, water down the drain.
  6. Washing walls, floors, doors, windows inside and out, water down the drain.
  7. Commercial building cleaners of all types, from interior and exterior windows, to floors, walls and building contents, water down the drain.

Down storm drains:

  1. Hand washing your car sends water down the city's storm drains;
  2. Some people thoughtlessly wash their driveways using tap water, sending it down the storm drain;
  3. Some are lucky enough to have pools, which uses millions of liters of water every year and when that water is drained for whatever reasons, that water ends up down the drain;
  4. Firemen use millions of liters of water to put out fires of all types and all of that water ends up in the city's storm drains.
  5. Most car washes use thousands of liters every week and that water ends up down the city's storm drains.
  6. Street sweeping machines use thousands of liters of water during their daily runs down city streets: that water ends up down the city's storm drains.

Straight into the environment:

  1. Watering the lawn with tap water puts it directly into the ground.
  2. Watering gardens puts it directly into the ground.

Commercial and industrial uses

  1. Commercial and industrial applications that use city water in their processes and in their buildings;
    a) think of all of the toilets, urinals and sinks in hotels, motels, office buildings, etc, and
    b) in places like grocery stores that also use water to clean the fruits and vegetables, shelving, work surfaces in addition to sanitary uses, plus,
    c) metal processing and other manufacturers that use water for their cooling and processing of all kinds in addition to sanitary uses,
    d) and the list goes on and on.

Now that you have this picture of municipal water usage, can you appreciate what a great waste there can be of this most precious pure water resource.

This is not meant to disparage any of the uses listed above, but to point out that when you add a drug to the water supply, over 99% of it will be wasted in non drug uses. So, it is far from being the most economical and efficient way of deliberately distributing a fluoride drug substance, to ostensibly prevent tooth decay for those who supposedly need it.

In fact, it is also unethical to do so, since those who do not need it per the promoters' claims are also receiving that drug and the right to consent to refuse to be drugged is categorically and irresponsibly being denied for all recipients, not just those that may allegedly need it. However, that's another issue among many others regarding the use of the water supply as a drug delivery system.

But that is not the end of it. It is now well documented that fluoridated substances are not useful to the teeth by swallowing but that even the American Dental Association (ADA) and the Centers for Disease Control and Prevention (CDC) have admitted in 1999, that the benefits of fluoride substance use is by topical application, " Its actions primarily are topical for both adults and children " that is, by putting it ON the teeth and not systemically, that is, not by being swallowed.

Many studies support that assertion. There is a small sample of those studies cited below my signature block.

To add fuel to this fire, there are now some reports, research and studies that indicate that even the topical paradigm of tooth decay prevention by topical application are questionable.

Note that most of the research referred to below are very cautious not to completely destroy the systemic (by swallowing) approach, however they indicate clearly to intelligent people that they are onto something but wish to mollify any opposition to their findings. So then, that means that ALL, or 100%, of the tax dollars spent on fluoridation are totally wasted. So, what are we waiting for to end this dangerous, foolish and wasteful practice?

I know it costs around half a million dollars ($500,000) to put this stuff in the water.

Can you see that 100% of your tax dollars and mine are being totally wasted by putting this hydrofluorosilicic acid in the City of Ottawa water supply?

Can you now see the folly of of putting medication in the water supply in an attempt to prevent cavities when it doesn't work?

Don't you think it's time we stop this foolish practice of putting fluoride in Ottawa's tap water for somethig that doesn't work like they say it does?

Please be kind enough to respond personally to this last question.

In response to your inquiry I have contacted Ottawa Public Health. It is possible that you have seen these points before.

I have to say that I am not a scientist or doctor and as such, I depend on our experts in cases like these to determine that drinking water is safe and whether it is desirable to use fluoride or not.

1. They informed me that fluoride and the possible effects of adjusting its level in drinking water is one of the most intensely researched areas of public health.

2. A number of recent, major reviews have been commission by governments around the world to examine the potential for adverse health effects related to fluoride. The Ottawa Public Health Department has reviewed these studies and agreed with the conclusion that water fluoridation is a safe and effective method of reducing decay at all stages of life.

3. In 2007, Health Canada released the Findings and Recommendations of the Fluoride Expert Panel which are accessible at: http://www.hc-sc.gc.ca/ewh-semt/pubs/water-eau/2008-fluoride-fluorure/index-eng.php.

4. The City of Ottawa follows the Health Canada recommendations to establish a level of 0.7mg/L as the optimal target concentration for fluoride in drinking water, which represents 50% or less of the total daily exposure.

5. Many natural water sources in the Ottawa area and some bottled waters contain higher levels of fluoride than Ottawa's drinking water.

6. Individuals who wish to limit their exposure to fluoride have opportunities to do so. Reverse osmosis filtration systems that further remove minerals from drinking water are readily available in the market. Thank you again for writing me, please do not hesitate to contact me on this or any other issue.

You don't have to be a dentist or a doctor to understand the problem here my good man. You are deluded by a bunch of bureaucrats who don't know and don't want to know anything about the chemical's effects on your body and mine. Be a man and start thinking for yourself.

I think you missed my point altogether. I can not believe that you are repeating that 6 point trash that was fed to you by the OPH.
1. No such research exists on the acid used to fluoridate our water.
2. Those reviews are trash, self serving documents to cover up the mess they've made of our water supply. If OPH had read the contents of the reports they would have found nothing of value.
3. Actually, you're out of date here: the most recent report was released this summer 2010; more trash.
4. Recommendations about how to fluoridate are not a mandate to do it, just instructions on what to do if you do it. Just because someone recommendations on how to have safe sex manual doesn't mean you have to do it!
5. Red herring!!!
6. And who's going to pay for the equipment? Don't we pay enough taxes already for good clean water only to have to clean it some more because some idiots in the medical bureaucracy think it's a good idea to poison us all with some toxic waste for the unproven benefit of some kids' teeth? Come on man, get a grip!

Ottawa Public Health reviews major studies on water fluoridation on an ongoing basis. Based on the literature, Ottawa Public Health fully supports water fluoridation as a public health best practice (a list of references are attached). In addition, in April 2011, the Chief Medical Officer of Health for Ontario strongly endorsed fluoridation of drinking water and stated that the removal of fluoride from drinking water puts the oral health of residents at risk (http://www.health.gov.on.ca/en/news/bulletin/2011/hb_20110404_2.aspx).

Hello Mike,

Thanks for the document and your honesty in showing the source of the documents. However, I've already received both same documents directly from Gillian, read through each of them, read most of the contents of all of the documents in the "Review References Updated Links April 7, 2011" ... Have you read these yourself? I don't think so. It's a lot of work, I mean, a lot! There is actually a critique of both of these sent in my response to Gillan. She unfortunately omitted sending you a copy of that critique which would have saved you the time of composing and sending this message. What a waste of your precious time and so disingenuous on her part!

The PhD's, scientists and advocates against fluoridation have obtained access to the primary research data and have shown that there is a problem with all of these reports and research. The documents use only data that are extracted from only the favorable part of the research, so as to give the impression that the use of fluoride chemicals for medicine in treating tooth decay appears to give a favorable outcome. This is an unfortunate practice of those promoting fluoridation. I can understand their motivation to bolster their belief and conviction that fluoride chemicals are beneficial to teeth, but it is a fraudulent use of scientific research and the tax dollars used to fund that research.

Did you know for instance, that In 2006 the CDC and ADA advised that infants should not consume fluoridated water. But public health agencies and water districts have failed to warn parents of this. See the attached .pdf document. This is just one example among many deceptive things that they do to hide even the truth that "they" find.

I have changed to light green the red bold colour you used in her copy of the message. Bold red seems to indicate anger and frustration on your part. Please, be assured of my resistance to respond in kind. My use of the red, not bold, was merely to highlight the manner and form of the request. It appears obvious that the OPH is refusing to answer simple questions that require a simple "yes" or "no" or "not available" answers. Why is that? When you correctly figure that out, you will have an answer to why this controversy is so huge in the minds of those who support fluoridation ad those who support its cessation.

Dear Councillor Tierney,

I take this opportunity to congratulate you on the well run campaign that allowed you to become our new Councillor in Beacon Hill-Cyrville.

As a result of the City of Ottawa spending some of my tax money on the public's perception of our Ottawa tap water, I have been doing some research into the use of the chemicals that the City of Ottawa puts into our tap water in the belief that it prevents tooth decay. On Ottawa's web site page on Fluoride, it says that "The City of Ottawa uses Hydrofluorosilicic acid  ( HFS ) to fluoridate drinking water."

Of particular concern to me is that I have been unable to find any actual research that shows that "Fluoride helps to prevent tooth decay by re-mineralizing cavities when they first begin to form and increasing the resistance of tooth enamel to acids that cause tooth decay" for the actual acid used, in the second paragraph under the question of WHAT IS FLUORIDE?

Of further concern is that I have found that this acid is not a pure chemical but also contains things like mercury, lead, arsenic, radioactive materials that can cause cancer or brain damage in extremely small amounts, said to be less than a few parts per billion in any liquid solution, such as in water or juices, and in food. And, there are other contaminants and impurities that could cause hurt my health.

So, as an intelligent and concerned Councillor, I think it is your responsibility to find out for me the answers to two questions that pertain to the claim made by some supposed experts that say that fluoride is "safe and effective" that keep popping up about the use of fluoride, but not about the actual acid used in water fluoridation in our city's water.

First, could you please find out for me if there is any valid, scientific documentation that this hydrofluorosilicic acid is indeed safe to swallow with my food, water and beverages, that it will not do damage to my health in the short term and the long term.

Second, could you please find out for me if there is any valid, scientific documentation that this hydrofluorosilicic acid is indeed effective in preventing tooth decay.

Are these questions unreasonable? I am not seeking medical or scientific advice here, just for proof, actual documentation.

I have found reviews and references that speak about fluoride but I have not found any actual research about the specific acid in those reviews and references.

I would like you to please personally find out the answer to my questions and to please respond to them. I will be very offended if I get a response that brushes aside my questions by an evasive statement that avoids answering them.

Thank you for your inquiry and request for information on the City's awareness of, and position on, research conducted about water fluoridation.

Fluoride and the possible effects of adjusting its level in drinking water is one of the most intensely researched areas of public health with several hundred recent publications. A number of recent, major studies have examined the potential for adverse health effects related to fluoride. Ottawa Public Health has reviewed these major studies. All concluded that water fluoridation is a safe and effective method of reducing dental decay at all stages of life. Despite claims to the contrary, they all confirmed that there is no credible scientific evidence to suggest adverse health effects related to water fluoridation.

Water fluoridation is endorsed by all reputable health organizations including the World Health Organization and Canada's national agency, Health Canada. In addition, Health Canada's Chief Dental Officer, Dr. Peter Cooney has credited the practice as an equitable approach to dental health by stating, "The big advantage of water fluoridation is that it benefits all residents in a community, regardless of age, socioeconomic status, education, or employment."

In 2010, Health Canada completed an extensive review of the health risks associated with fluoride in drinking water. The results of this review are summarized in Health Canada's Guidelines for Canadian Drinking Water Quality: Guideline Technical Document which is accessible at: http://www.hc-sc.gc.ca/ewh-semt/alt_formats/hecs-sesc/pdf/pubs/water-eau/2011-fluoride-fluorure/2011-fluoride-fluorure-eng.pdf. Further, specifically related to Ontario, the Ontario Medical Association (OMA) approved a policy that supports the addition of fluoride to drinking water following extensive research on the issue. In spite of the overwhelming evidence, a great deal of anecdotal information continues to circulate. Detailed review of this information has shown that it is not based on scientific or thorough research and only selectively or partially examines the issue.

The City of Ottawa follows the Health Canada recommendations to establish a level of 0.7 mg/L as the optimal target concentration for fluoride in drinking water, which would prevent excessive intake of fluoride through multiple sources of exposure. In addition, the Medical Officer of Health follows the Protocol for the Monitoring of Community Water Fluoride Levels under the Ontario Public Health Standards by reviewing reports on Ottawa's drinking water supply. Many natural water sources in the Ottawa area and some bottled waters, contain higher levels of fluoride than Ottawa's drinking water. Fluoride exposure from drinking water generally represents 50% or less of the total daily exposure. Individuals who wish to limit their exposure to fluoride have opportunities to do so. In addition to avoiding tea that is high in natural fluoride, reverse osmosis filtration systems that further remove minerals, etc. from drinking water are readily available in the market place.

Mercer Island's tap water — which comes from Seattle Public Utilities — contains around 200 times more fluoride than mother's milk and is not safe for infants.

The water that Mercer Island buys from Seattle contains industrial waste fluoride called “silicofluoride,” which contains arsenic and lead, and also leaches lead from pipes. Studies show that lead and fluoride both reduce IQ.

A mother's breast milk provides complete nutrition for babies, but is virtually fluoride free. A baby's kidneys are only 20 percent developed and cannot excrete fluoride and lead well. As early as eight weeks, most babies are consuming some formula, often made with tap water. Fluoride is unnecessary and causes harm. Babies drink up to four times more liquids for their weight, as do adults, and ingest too much fluoride if fluoridated water is used for formula or drinking.

Why have our people at the Ottawa Public Health office not mentioned these facts to the people in our City? To not do so is reckless and makes them liable to legal proceedings.

NEWS:
  • In the past 13 months, 32 communities in Canada (11), New Zealand (2) and the U.S. (19) have voted to stop fluoridating their water supplies. The total number of people freed from forced fluoridation in this period is over 2.5 million. Meanwhile, Councillors are pushing for the discontinuation of fluoridation in New York City and an many groups of people are also doing this across Canada and the U.S.
  • Fluoride is a toxic drug. Fluoridating water is reckless, as you cannot control the dose ingested, or who receives it, and there's no medical supervision. Water fluoridation clearly violates the individual's right to informed consent to medicine
  • The Fluoride Action Network (FAN) and Fluoridation-Free Ottawa (FFO) urge communities to pressure local communities to end water fluoridation. Parents should not use fluoridated water to mix baby formula. Consult their websites for other action items That can also be taken.
  • There are now 25 studies showing that fluoride is associated with IQ reduction, even at fluoride levels as low as 0.3 to 3 parts per million, which overlaps the range in most North American communities (0.7 to 1.2 ppm). We argue that it is reckless to expose a baby to up to 300 times more fluoride than present in mothers' milk (0.004 ppm).

Just a quick note on the possible immorality of fluoridation.

First, a definition.

What is an immoral act?

It can readily be argued that an immoral act is any act or activity that causes harm to an individual or group of individuals.

The more prestige and authority an individual has attained in a given society that is so harmed, the greater the act of harm is seen as immoral.

Also, the greater the number of people that are harmed, no matter their social status or position of prestige, the greater the act of harm is seen as immoral.

How does this apply to the current raging fluoridation controversy across the land? A significant subset of people are known to be harmed by the ingestion of fluoridated chemicals.

It is now an undeniable fact that the swallowing of fluoride chemicals, by whatever means, is harmful to human health, even in very tiny amounts. In fact, prior to the 1940's, people with over-active thyroid glands, called hyperthyroidism, were bathed in water containing some fluoride chemical to reduce or heal the condition. The fluorine atoms in the water would be absorbed by the person through their skin and slow down the hyperactivity of the thyroid gland. If not properly monitored, some patients would develop hypothyroidism, or, an under-active thyroid condition.

It is well known that fluoride chemicals swallowed with our tap water goes through our whole body before it presumably reaches only the teeth to presumably strengthen them and presumably make them more resistant to tooth decay and also presumably kill bacteria that presumably produce acids that presumably cause the tooth decay.

Did you notice all of the presumptions in that last statement. We'll save any lengthy comment on that one for another time, except to say that dentistry bureaucrats consider all of these presumptions to be truth irrefutable, which drives them to promote fluoridation as a medication cure all for tooth disease, as well as sustaining their business model of drilling, filling and billing. A complete refutation of all of those presumptions has already been done, but is currently beyond the scope of this commentary. More on the last two statements can be found elsewhere and will be given at another time.

Let us consider the undeniable fact that once you put fluoride chemicals in the water supply, it will get into every food and beverage prepared for human consumption with fluoridated water. Therefore, everyone who either drinks water or fluoridated beverages, or eats foods prepared with fluoridated water will swallow "fluoride" in uncontrolled doses.

Question: Considering the hypothyroidism effect of fluoride absorption by the body, what do you think is the potential for developing hypothyroidism?
Answer: Do you know that one of the most prescribed pharmaceutical drugs (i.e. Synthroid) in the western world is to ease hypothyroidism? Do fluoride chemicals put in our water supply not have something to do with hypothyroidism?

Is this not evidence of harm from swallowing a fluoride chemical from multiple sources deliberately put into our water supply as medication to presumably prevent or reduce tooth decay?

Furthermore, there is no valid, unbiased primary research that proves that swallowing fluoride chemicals, the one prescribed for use in the western world, hydrofluorosilicic acid, reduces or prevents tooth decay. Such research has been requested numerous times from the promoters of fluoridation and has never been produced. Requests for these are met with well crafted marketing statements that have no scientific value of any kind. Endorsements and statements of praise for fluoridation are not proof of benefit.

As much as one would like to believe that our medical bureaucrats do not deliberately want to harm us, they are unfortunately on the wrong side of the fence on fluoridation. Why? Lack of knowledge. How come? Are they not being kept informed? Not by their professional bodies or government authorities. By whom then? By ordinary citizens and some so-called renegade medical and dental practitioners and some researchers and scientists who have dared to look at the research for themselves and found that proof of safety and effectiveness is wanting. What happens when they question the status quo? Read on.

Further irrefutable proof of harm exists in a number of other areas. Here are two more of them in addition to hypothyroidism.
1. Dr. Elise Basin, PhD, has published peer reviewed rigorous research that confirms beyond any doubt that ingested fluoride chemicals can be a cause of osteosarcoma in male adolescents. Her work has been attacked and her reputation sullied for reporting and publishing the results of her studies in a peer reviewed journal.
2. Dr. Phyllis Mullenix, PhD, Pharmacology, Toxicology, under the most rigorous testing conditions possible, discovered to her regret that ingesting fluoride chemicals alters brain function in two ways:
a) when exposure is before birth, many children become hyperactive;
b) when ingested after birth many children become hypoactive.
In both cases, children suffer reduced brain function, resulting in lowered IQ.
When her results were reported and published in a peer reviewed journal, her work was attacked and her reputation sullied.
What was done to these two researchers is immoral. And they are not alone in the annals of the fluoride battle. Consider the cases of Dr. John Yiamouyiannis, PhD, and Dr. Albert W. Burgstahler, PhD, among many others.

Do you remember of what disease Terry Fox died? Is it not osteosarcoma? Do you know that he was exposed to fluoridated water in his youth? Terry Fox was born on July 28, 1958 (http://en.wikipedia.org/wiki/Terry_Fox), in Winnipeg, Manitoba, a fluoridated city since 1956 (http://www.winnipegfreepress.com/local/churchill-to-hold-september-plebiscite-on-fluoride-in-water-128371313.html - Terry Fox died on June 28, 1981 at the age of 22, one month before his 23rd birthday). Is there not a connection here? Is this just another sad case of a childhood disease unrelated to fluoride contamination killing a brave crusader and were these facts silenced for some yet to be discovered reason?

Having reasonably shown that there is more than just the possibility of harm but that there is actual harm from ingestion of water, and from beverages and food contaminated with fluoride chemicals, is it not then immoral to implement or continue the administration of fluoride chemicals to any population under the false belief that it may reduce or prevent tooth decay?

Don't you think it's time to stop putting this fluoride contaminant in our water?

I see that you seem to have ignored my last email letter to you, which adds to my frustration an dismay at the poor state of Ottawa's drinking water.

I can understand that you want to trust the City of Ottawa's Public Health Office on matters of health, however, as I understand it, the subject of water fluoridation is much more than a health matter.

However there are certain other considerations concerning this subject that need to be seriously looked at.
1. Ineffectiveness (no valid, independent, unbiased scientific research supports fluoridation using H2SiF6),
2. Adverse Health effects (safety - the list is huge - studies and citations),
3. Environmental impact (studies and citations),
4. Ethics (medical and pharmacological),
5. Financial Burden (taxes, repair of fluorosis and health care costs),
6. Legal (chemical used is not regulated for use as medicine for tooth decay).

Dr. Griffin Cole, DDS, Austin TX has said the following:

There is an easy way to understand the fluoridation issue. You don't need to understand the science or medicine at all.

There are three inherent flaws with water fluoridation:

1. First of all, it doesn't do it's intended function. It was designated as tooth decay prevention, to benefit the teeth.Science has shown over past decades that it does nothing beneficial for the teeth. In fact, it does a lot of deleterious things down the road like mottling of the teeth, as well as other skeletal changes. So it's not doing what it was supposed to do.

2. Number two, it's NOT fluoride. We talk about fluoride like it's just this general term. In (Ottawa), it's hydrofluorosilicic acid. It's a waste product from the fertilizer industry. The EPA (or Health Canada) does not allow it to be dumped in landfills, into the air, into rivers and lakes or the ocean, but somehow we can put it into our water supply. So it's not fluoride.

3. And the last thing is, there's no dosage control. A little infant who is fed formula, the majority of their diet is water, and usually it's tap water, it's not spring water that has no fluoride in it. So, a small baby will drink more water for his or her weight than you will for your weight. It's the only drug that's administered without a prescription.

So, this is mass medication and if we don't say no to fluoridation, we are going to see all kinds of medications intentionally added to our water supply and we will have no say in being medicated or not. That decision will be taken out of doctor's hands and into the hands of bureaucrats who think they know better than doctors everywhere.

Please find out for me if there is any valid research anywhere that shows that the use of hydrofluorosilicic acid 1. is safe to use as a fluoridation chemical and 2. that this same acid is really effective at ending or reducing tooth decay.

Thank you for the consideration you will give to getting these 2 answers for me.

I hope you are well.

Do you know that less than 1% of the water from our water treatment plants is actually used by us for drinking. Just ask the engineers of Ottawa's water department.

How can that be? What happens to the rest of it? Please read the following and see for yourself. Just think about all of the uses we make of our drinking water. Examples of what actually just goes

Down the drain at home:

  1. Washing our clothes, water down the drain.
  2. Dishwasher or dishes washed in a sink, water down the drain
  3. Bath and shower, water down the drain.
  4. Hand, face and other body part washing, water down the drain.
  5. Every toilet flush, at least a dozen times a day, water down the drain.
  6. Washing walls, floors, doors, windows inside and out, water down the drain.
Down storm drains:
  1. Washing your car sends water down the city's storm drains;
  2. Some people thoughtlessly wash their driveways using tap water, sending it down the storm drain;
  3. Some are lucky enough to have pools, which uses millions of liters of water every year and when that water is drained for whatever reasons, that water ends up down the drain;
  4. Firemen use millions of liters of water to put out fires of all types and all of that water ends up in the city's storm drains.
  5. Most car washes use thousands of liters every week and that water ends up down the city's storm drains.
  6. Street sweeping machines use thousands of liters of water during their daily runs down city streets: that water ends up down the city's storm drains.
Straight into the environment:
  1. Watering the lawn with tap water puts it directly into the ground.
  2. Watering gardens puts it directly into the ground.
Commercial and industrial uses
  1. Commercial building cleaners of all types, from interior and exterior windows, to floors, walls and building contents, water down the drain.
  2. Commercial and industrial applications that use city water in their processes and in their buildings;
    a) think of all of the toilets, urinals and sinks in hotels, motels, office buildings, etc, and
    b) in places like grocery stores that also use water to clean the fruits and vegetables, shelving, work surfaces in addition to sanitary uses, plus,
    c) metal processing and other manufacturers that use water for their cooling and processing of all kinds in addition to sanitary uses,
    d) and the list goes on and on.
Now that you have this picture of municipal water usage, can you appreciate what a great waste there can be of this most precious purified water? This is not meant to disparage any of the uses listed above, but to point out that when you add a drug to the water supply, over 99% of it will be wasted in non drug uses. So, it is far from being the most economical and efficient way of deliberately distributing a fluoride drug substance, to ostensibly prevent tooth decay for those who supposedly need it.

In fact, it is also unethical to do so, since those who do not need it per the promoters' claims are also receiving that drug and the right to consent to refuse to be drugged is categorically and irresponsibly being denied for all residents, not just that tiny number that may allegedly need it. However, that's another issue among many others regarding the use of the water supply as a drug delivery system.

But that is not the end of it. It is now well documented that fluoridation chemicals are not useful to the teeth by swallowing but that even the American Dental Association (ADA) and the Centers for Disease Control and Prevention (CDC) have admitted in 1999, and again in 2010, that the benefits of fluoride substance use is by topical application, " Its actions primarily are topical for both adults and children" that is, by putting it on the teeth and not systemically, that is, not by being swallowed. But did they get the word out? No. I wonder why?

Many studies support the topical assertion. To add fuel to this fire, there are now some reports, research and studies that indicate that even the topical paradigm of tooth decay prevention by topical application are questionable.

I note that most of the research I found are very cautious not to completely destroy the systemic (by swallowing) approach, however they indicate clearly to intelligent people that they are onto something but wish to mollify any opposition to their findings. So then, that means that ALL, or 100%, of the tax dollars spent on fluoridation are totally wasted.

So, what are we waiting for in Ottawa to end this dangerous, foolish and wasteful practice like others have recently done: Slave Lake, Alberta, Sep. 6, 2011, Churchill, Manitoba, Oct 18 2011, Lakeshore, Ontario, Oct 29, 2011, Lake Cowichan and Williams Lake, British Columbia, Nov. 11, 2011?

I found out that it costs around half a million dollars ($500,000) in total to put this stuff in the water.

Can you see that 100% of your tax dollars and mine are being totally wasted by putting this wonderful! hydrofluorosilicic acid in the City of Ottawa water supply? Can you not see the folly of putting medication in the water supply in an attempt to prevent cavities when it doesn't work?

Don't you think it's time we stop this foolish practice of putting a fluoride chemical in Ottawa's tap water when it doesn't work?

Please be kind enough to respond personally to this last question and not send me that awful statement from the Public Health Office about fluoridation.

I do not appreciate your comment regarding “lap-dog”. I am not a medical officer nor a scientist so I cannot provide you with any facts or comments other than that of what I have received through literature or verbal conversation from the professional medical people that have studied this matter.  I cannot say that the addition of fluoride “doesn't work” when there is medical evidence that in some countries that do not have fluoride in the water supply have a higher incidence of tooth decay.

It is my understanding that flouride is added to accommodate socio-economic inequalities in dental health and dental care. The goal of water fluoridation is to prevent a chronic disease whose burdens particularly fall on children and on those who face financial challenges.

I am aware that its' use presents a conflict and there is opposition to it based on ethical, legal, safety, and efficacy grounds.  However from the  perspective of the trained medical community, Health and dental organizations worldwide it is endorsed as safe and effective.

While you have taken the time to outline your argument below I as well have taken the time to learn about this issue and without re-covering what you have obviously read in other emails from our Public Health Unit I will simply state that respectfully I do not agree with your suggested course of action.

In closing I would add that my office customarily requests a letter writers address so we can properly record their comments. Please feel free to provide that should you be a resident of Bay Ward. If you are not you may wish to raise this with your Councillor.

Lastly - to your post script statement: I would refrain from referring to City staff as 'lap dogs'. All of the employees in your City government take their jobs seriously and disagreeing with them is not justification for calling them names.

Had you been through what I've been through at the hands of the medical profession I'm sure you'd have a lot worse to say about our highly paid and ill informed bureaucrats. You don't have to be a doctor, a dentist or a scientist to understand that this fluoridation thing is just plain wrong and causes harm to people, pets and the environment.

But you are merely taking their word for it. Fact be known, they are merely regurgitating misinformation and misrepresentations as they have been told by those who control their future in medical practice who are equally ill informed. Have you asked for actual written, valid research for proof? Your statement does not indicate as much. I can assure you that they have NOT studied this matter of using that acid in Ottawa's water to medicate everyone so a few kids may benefit from a doubtful outcome yet to be proven. I can assure you that no such proof exists. Just ask, or are you afraid of the answer you'll get?

You say: "there is medical evidence that in some countries that do not have fluoride in the water supply have a higher incidence of tooth decay"
I don't know where you have seen such evidence. Is this what you've been led to believe? In Canada alone, where there has been little fluoride in the water in the province of Quebec, tooth decay is almost the same or less than in Ontario where fluoridation is rampant. This was published in the Globe and Mail a few years back. The same relationship exists between British Columbia and Alberta, although the Alberta situation is about to change for the better with Calgary ending fluoridation in February 2011. The World Health Organization has published study results that show that the rate of tooth decay is equally as good or better in all non fluoridating countries than those countries that do. Look here, http://ffo-olf.org/usefulFluorideUseCharts.html, second chart, if you dare, for a graphical representation of those results. But do those fighting fluoridation claim this to be an endorsement of their position? No, they're not that stupid.

I am told that over 40 Canadian towns and cities have seen the light in this matter and have stopped this evil practice of poisoning their residents with this "wonderful" acid over the past 20 years. Very recently, don't you know, the City of Lakeshore, Ontario, voted it out on October 29, 2011, and 2 towns did the same in referendums in BC on November 21, 2011, (Lake Cowichan and Williams Lake) and NOW, this week, on Monday, December 19, 2011, the City of Moncton gave their residents the beautiful Christmas gift of ending fluoridation. All of these did so in spite of intense pressure from their medical bureaucrats and paid lobbyists. Why? Because they took the time to look at the evidence and dared to question the validity of the claims of safety, effectiveness and socio-economic inequalities made by them and found them wanting.

You say that "flouride (fluoride) is added to accommodate socio-economic inequalities in dental health and dental care" Have you verified the facts on that claim. Only 0.04% of the nearly half a million dollars spent by our city on this failed program's cost of fluoridation gets to the target: kids teeth, but, it can cost upward of $20,000 to repair the teeth fluorosis caused only by fluoridation because once it's in the water in gets into every food and drink we prepare with tap water. Those parents whose kids are most at risk can not afford to pay for that kind of expense which is not covered by most dental insurance plans because it is labelled as cosmetic repair. Teeth fluorosis is epidemic in North America, with over 40% of kids suffering from that condition, so 25 kids and that blows the cost amount of fluoridation out of the water. Is that equitable? For those who can pay, it helps the dentists; they're happy, it's become a veritable cash cow for them!

You might ask how do I know all of this? well, you see, I was unwittingly fluoride poisoned some years ago, and my baby girl has dental fluorosis and heaven knows what else she will suffer from as a result of her sensitivity to fluoride chemicals, mercury in her teeth fillings and god knows whatever other toxins are in the food and drink I've been giving her before learning abut all of this shit. No wonder she's been so sick on and off all these years: low thyroid, gluten intolerance, arthritic pain, and more, all proven to be caused or aggravated by this fluoride chemical being put in our water, god I'm so angry!!! gotta stop talking about it...

You say "trained medical community, Health and dental organizations worldwide it is endorsed as safe and effective" do you know that they get no more than 10 hours in nutrition, the real key to healthy teeth and good health. Ask them what training they have in the use of hydrofluorosilicic acid for tooth decay prevention and reduction. If they don't stammer and avoid the question but answer honestly, they will have to tell you "none" so there goes that argument.

Endorsements are not science. There is absolutely no proof that this acid is " safe and effective " as claimed. Why do they say that? Because that's all the training they've had on the matter. They've been trained like parrots, or whatever, to respond that way to threats to the fluoridation program. I'll bet you they are afraid to ask questions, or dig for the truth or even objectively investigate any of that stuff that get's sent to them that raises questions about fluoridation. So please, do not ever repeat that now worthless and inane phrase ever again to me.

Please tell me that you've read everything I've written here so far and look at the information on fluoridation for yourself. Take the time to find out the truth of the matter, then talk to someone who's done the research, maybe someone from one of those many fluoridation groups that's been set up all over the country. They're not going to bite your head off and their not going away. Those I've talked to are kind and gentle people who just want the truth to come out and this awful practice to stop. PLEASE!

Wah! I'm so glad I've been able to get this off my chest. But, do you care?

Let me say in closing that "its' use presents a conflict" is more than an understatement. It's "use" is a definite immoral practice and a most unethical one as well. It even infringes on one's constitutional right to freedom of choice which promoters constantly try to play down and would rather disregard at the cost of people's health. In fact, they are quite strident when this objection is brought up as if they are afraid of a well funded constitutional challenge that would kill the whole thing. Fortunately for them there is no money in ending fluoridation as it would be the end of it and no one would have to be concerned about this stupid practice any more.

"It is sad to see how the public is being misinformed about the science of fluoride by public health associations. Much like they did with tobacco research for close to 50 years, these agencies continue to ignore peer-reviewed research that shows how water fluoridation does next to nothing to reduce tooth decay and indeed presents health risks.

Even the National Research Council's Review (NRC-2006a, Review of Fluoride in Drinking Water, co-author Dr. Kathleen Thiessen) indicates how low levels of fluoride can disrupt fetal brain development, thyroid gland function, bone and skeletal joint health with the elderly and more.

Public health agencies have also misrepresented studies such as the famous York Water Fluoridation Review. Dr. Trevor Sheldon, Deputy Vice-Chancellor of the University of York ( England ), who chaired the York Review, has publicly reprimanded public health and dental associations for misrepresenting the study. Dr. Sheldon explains that contrary to what public health associations claim, the York review did not find water fluoridation to be safe, nor help the poor. It found that the evidence that water fluoridation reduces tooth decay is low, not "massive" as claimed by the public agencies."

Thank you for your kind response of January 31, 2012, to mine of January 16, 2012.

I believe we can come to an understanding about the problems created by water fluoridation. As you saw from mine, there is clear evidence of harm to a significant number of persons from this purported dental health measure.

Though I am not a scientist, a medical doctor or a dentist, the evidence I have uncovered is clearly an indication that water fluoridation is a misguided solution to tooth decay, since it clearly creates adverse health effects because it is swallowed directly with the water for a claimed purported effect that has yet to be proven.

As I have said before and wish to repeat here, as much as I respect our appointed medical personnel for their qualifications and good intentions, they do not possess the information required to advise anyone on the use of hydrofluorosilicic acid as tooth medicine in light of the fact that they recommend it be ingested to influence the prevention or reduction of tooth decay. This is a systemic approach (taken internally into the body) to a problem that is topical (on the surface).

Tooth decay starts on the surface of the teeth, and does not occur from the inside of the tooth. Would you swallow sun tan lotion to prevent sunburn?

There exists a very credible web site page of literature about fluoride's known and possible adverse health effects locate here: http://www.slweb.org/bibliography.html

I strongly recommend that you visit that web page if only to witness that there exists a very large body of literature in evidence on the subject of adverse health effects from the ingestion of fluoride chemicals. This contrary data does indeed exist in spite of denials of its existence by health authorities from the local to the federal levels.

You really need to look at all of the evidence for yourself, keeping in mind the evasiveness with which the OPH office responds to questions and objections to fluoridation.

In closing, I wish that you would consider the simple statement made by health officials who don't really know any better, that keep repeating that "fluoride" is a mineral. Cryolite, a fluoride compound mined for its fluoride content, is a mineral, but hydrofluorosilicic acid is not. It is called a mineral at the top of our City of Ottawa web page http://ottawa.ca/en/env_water/water_sewer/water_wells/quality/facts/fluoride/ on fluoride. When you go to the part of the web page titled "How is fluoride added to the drinking water?" http://ottawa.ca/en/env_water/water_sewer/water_wells/quality/facts/fluoride/#P32_3079 it currently clearly says: "The City of Ottawa uses hydrofluorosilicic acid." See the contradiction?

There is compelling evidence of premature puberty effects associated with fluoride chemical intake. I can't imagine any parent not being concerned about that. How much harder will it be to prevent sexual abuse of children as they start to mature at age seven to ten? This phenomena was noted in young girls exposed to fluoridation since the mid 1950's in the Newburgh, New York human fluoridation experiment, also known as the Kingston-Newburgh trials.

In 1956, it was reported, after one of the first fluoridation trials (1945-55) had been completed in Newburgh/Kingston NY, that young girls were starting to menstruate on average five months earlier in fluoridated Newburgh compared to non-fluoridated Kingston. This result was ignored and there was no follow-up research.

In 1997, Dr. Jennifer Luke in the UK, as part of her PhD thesis (3), reported that fluoride accumulates in the human pineal gland. The pineal gland produces the important hormone melatonin which acts like a biological clock. One of the processes it is thought to control is the onset of puberty. Luke published this work in 2001 but the result has been ignored and no fluoridating country has attempted to repeat her findings, something which would be easy to do if there was the will to do so.

"U.S. girls are reaching puberty at younger ages than ever before. In the 1990s, breast development - the first sign of puberty in girls - at age eight was considered an abnormal event that should be investigated by an endocrinologist. However, by 1999, following a 1997 study that found almost half of African Americans and 15 percent of whites had begun breast development by age eight, the Lawson Wilkins Pediatric Endocrine Society suggested changing what is viewed as "normal."

Instead of changing the "norm" to fit this phenomenon, we should be demanding answers and corrections.

The animal studies cited are corroborative evidence for this connection. The next step would be to link up the specific occurrences of such extreme early puberty with the fluoride water concentrations. However, any proposed research in that direction has been effectively blocked by the powerful promoters of fluoridation.

You can easily see without having to defer to the MOH what fluoridation has wrought. Follow the money, as the saying goes, and you will see that it is the rotten child of the bottom line.

Do you care? What about the impact on your children and your future grandchildren? No one is immune, because fluoride chemicals become ubiquitous once in the water supply. No one is immune from its degenerative influence on their anatomy. Do you care?

I humbly request that you read The Case Against Fluoride by Drs. Connett, Beck and Michlem…or ask one of your staff to, and have them report!

I know public health officials and dentists who still believe fluoridation is safe and effective are honestly trying to protect people. However, I believe that they are relying on convention, not on science, because the science on fluoride increasingly shows 1) it’s ineffective at preventing cavities even when applied topically, and useless when ingested, and 2) it contributes to a wide range of ailments, including a variety of cancers, bone diseases, kidney and thyroid damage. There are numerous examples in history where “medical” convention suggested “treatment” which was ineffective or where presumed safe substances / practices have been found to be unsafe. Fluoridation is such an issue.

Misleading Statements on the City of Ottawa’s Website

On a related note, I want to draw your attention to the demonstrably misleading point on water fluoridation on the City of Ottawa’s website. There are other misleading points, but I think this is a helpful example.

City Website: “Fluoride is a mineral that occurs naturally in soil, air and water.”

Reality: True. However, that doesn’t mean you should add it to water. Lead and arsenic are naturally occurring, too. Worse, the City fails to explain is that the fluoride added to the water supply is not the naturally occurring variety. In fact, it’s not even the medical grade fluoride used in toothpaste. It is hydrofluorosilicic acid (HFS). HFS is usually obtained as a toxic waste product of industrial phosphate processing. It is a substance which is otherwise banned for introduction into the environment under Environment Canada regulations.

You should know that Health Canada, provincial governments, and dental organizations don’t actually regulate or take responsibility for fluoridation products. They state that municipalities are legally responsible for the safety of these products because municipalities decide to use artificial water fluoridation, choose and buy the products, and actually put the products into drinking water.

I am not sure if fluoridation will be challenged via class action, because I suspect the health impacts are variable and synergistic, but I would say that the above misleading statement alone would be looked upon unfavorably by a court.

Questions for the City

I would be interested to know, when was the last time the City’s fluoridation policy was reviewed? Are there records pertaining to any debates, literature reviews, or other material which would indicate the scope and recentness of the evidence considered?

Numerous doctors, dentists and regulators have become anti-fluoride activists, having become convinced of its harmful effects.

Community activists have had HFS banned in 44 Canadian municipalities thus far. There are another 40 active campaigns currently underway which are yielding results almost weekly – Waterloo, Calgary and Moncton are among the most substantial victories this fall.

Councilor Holmes, we really don’t want this stuff in the water. It makes me feel sad and frustrated everyday when I turn on the tap. People don’t get mass medicated via the public water for anything else. Why this? Why when more and more studies say it’s totally ineffective and actually causes dental problems, thyroid damage, bone damage?

If you can find a way to help the City gracefully get out of this stupid position, it would be a good contribution. Many thanks for your time,

Something more you should know.

Medical Officers of Health (MOH) and other health bureaucrats, claim that fluoride chemicals (fluorosilicates and sodium fluoride) added to tap water are put in there for treating dental decay, therefore that means that they would have to be pharmaceutical grade.

If they were to claim that adding them to water is a form of nutrient called fluoride, then they have to be of food grade, they have to be USP grade.

In both cases it has to be regulated by Health Canada and currently used fluoridation chemicals are NOT so regulated. These chemicals include hydrofluorosilicic acid, sodium fluorosilicate and sodium fluoride, the only fluoride chemicals currently used in water fluoridation.

Would you use road salt in food preparation? How about rat meat for human consumption? So, ... why are they getting away with this?

As much as I want to believe that our medical officer of health and his staff have our best health interest at heart, they have no idea how much harm using this acid contaminant for water fluoridation can do, and, they refuse to even consider the possibility that it can have adverse health effects. I can't say I blame them.

Instead of wading into this mine field ill equipped as they are, they should get out of it entirely and start using less expensive and more viable direct action attacks on tooth decay instead of this scatter gun approach of medicating everybody hoping to hit the tooth decay target in some victims.

It has become abundantly and painfully obvious that the medical establishment can not supply any evidence of:
1. the safety of using hydrofluorosilicic acid as a fluoridation product in our municipal tap water for ending or reducing tooth decay,
2. the effectiveness of using this hydrofluorosilicic acid in ending or reducing tooth decay,

Please write an email to the MOH asking him to provide primary research on:
1. the safety of using hydrofluorosilicic acid as a fluoridation product in our municipal tap water for ending or reducing tooth decay,
2. the effectiveness of using this hydrofluorosilicic acid in ending or reducing tooth decay,

Please respond directly to the questions; do not reply with any standard statement.

I know the Medical Officer of health will disagree with these data, but, this is evidence of harm that can not be ignored. Facts are facts.

As much as I want to believe that our medical officer of health and his staff have our best health interest at heart, they have no idea how much harm using this acid contaminant for water fluoridation can do, and, they refuse to even consider the possibility that it can have adverse health effects.

Please be kind enough to write to the medical officer of health and ask for an answer to the following two questions regarding primary research on fluoridation for me and please let me know the answer that you get:

Dear Councillors Tierney, Blais and Fleury,

I believe your are men of action and not afraid to address major issues. Therefore I write to request that something be done with the following topic. Please start the process for a motion to be brought to the city council meeting.

The fluoride used in fluoridation is an uncontrolled, unregulated substance, not a nutrient, not used to treat water but presumed to prevent cavities.  Adding it to water claiming it will reduce tooth decay defines it as a drug. It's unapproved, unregulated mass medication without supervision or oversight by a qualified medical practitioner for side effects and long term harm which is illegal in Canada.

To medicate everyone (for a disproved outcome of benefit to a tiny minority) is not only unlawful. It is pharmacologically and medically unethical. It is also an uncontrolled medical experiment and that's against the Nuremberg Code on medical experimentation on people.

Buoyed by the victory in Calgary, Edmontonians and residents of Red Dear are getting set to tackle fluoridation in their cities.

Toronto, Sarnia, Peel, Halton, Hamilton, London, Muskoka and Peterborough are mobilizing to bring an end to fluoridation. Those are the ones that we know about!

Why don't we lead by example. We are the Nation's Capital. We need to get rid of this irrational practice of fluoridation.

You're in charge now.

It's your decision to stop this insanity that should never have been voted by the City's Council and implemented on Monday, November 15, 1965 (Ottawa Gets Fluoridation).

The overwhelming evidence provided below is surely more than enough to get you moving on this issue.

Will you please present a motion for reconsideration of fluoridation?

Fluoride move will hurt poor: experts

Fluoride removal will NOT hurt the poor. The comments from “experts” bemoaning the coming disastrous increase in tooth decay among children of low-income families following the cessation of fluoridation are wrong.

Fluoride is not an “enamel-building mineral”. Fluoride partially substitutes for a part of the apatite, the hard substance of the enamel, to a depth of about a nanometer (one billionth of a meter), about the thickness of tooth enamel that is worn off in a day.

Stopping fluoridation is not followed by an increase in the incidence of cavities. I have at my side about forty citations to peer-reviewed scientific articles published in reputable journals that give the evidence for that statement. There is no credible evidence to the contrary.

In January 2011, the US Department of Health and Human Services (HHS) recommended reducing the levels of fluoride added to drinking water based on national survey data showing that 41% of American adolescents now have dental fluorosis (a visible sign of fluoride toxicity). The HHS has proposed reducing the level of fluoride added to water from 1.2 parts per million (ppm) to 0.7 ppm, and has been soliciting public comment.

While HHS 's decision is a baby step in the right direction, it is NOT good enough. Even at the new recommended level, millions of infants will continue to be regularly over-exposed to fluoride, millions of American children will continue to develop dental fluorosis, and millions of Americans -- children and adults alike -- will remain at risk to the health effects caused by fluoride.

The Fluoride Action Network (FAN) is calling on HHS to follow the path of western Europe and end water fluoridation completely. Of particular concern is a growing body of research indicating fluoride's ability to damage the developing brain, including 24 studies associating fluoride exposure with reduced IQ in children, 6 studies linking fluoride to other neurotoxic effects in children, and over 100 animal studies reporting that fluoride directly damages the brain.

FAN's comments are reproduced in full below.

To HHS and Honorable Secretary Sebelius,

In response to your request for comments on the recent change in your recommended level of fluoride added to community drinking water, I respectfully submit the following points supporting the stance that a reduction in fluoride levels is not sufficient, and that the United States should follow the approach of western Europe and end water fluoridation completely:

• Fluoride is not a nutrient, nor is it essential for healthy teeth. No study has ever revealed a diseased state resulting from lack of fluoride, including dental caries.(1,2) No American is, or ever was, “fluoride deficient.”

• Using the water supply to mass medicate the population is unethical. The public water supply should not be used as a drug-delivery system without regard for an individual's age, weight, health status, or knowledge of how fluoride will interact with other drugs they are taking. No informed consent is requested or given, and no medical follow-up is offered.

• The benefit and safety of ingested fluoride has never been proved by accepted medical standards.(6) The HHS has failed to inform the public that there is not a single randomized controlled trial (the gold standard of medical research) that demonstrates the effectiveness of water fluoridation.(3) HHS has also failed to inform the public that the Food and Drug Administration has never studied, or approved, the safety of fluoride supplements and continues to classify all fluoride supplements as “unapproved new drugs.”(4, 5) Lastly, HHS has failed to inform the public that tooth decay rates have declined at the same general rate in all western, industrialized countries, irrespective of water fluoridation status.

• Any benefits of fluoride are primarily topical, not systemic. The CDC has acknowledged this for over a decade(7). The Iowa Fluoride Study, funded by HHS, has reported little, if any, relationship between individual fluoride intake and caries experience. According to the study (the largest of its kind): “achieving a caries-free status may have relatively little to do with fluoride intake, while fluorosis is clearly more dependent on fluoride intake.”(8)

• Americans will still be over-exposed to fluoride at 0.7 ppm. According to EPA's recent documents “it is likely that most children, even those that live in fluoridated communities, can be over-exposed to fluoride at least occasionally.”(9) At present, nearly 41% of American adolescents aged 12-15 have some form of dental fluorosis (10), an outwardly visible sign of fluoride toxicity. Reducing the fluoride levels to 0.7 ppm will not remedy this problem as national statistics clearly show that dental fluorosis remains significantly elevated at 0.7 ppm.(11) Drinking water is just one source of ingested fluoride; others include foods, beverages, dental products and supplements, pesticides and phar maceuticals. For communities that practice artificial water fluoridation, this is the easiest source of fluoride to remove.

• Infants will not be protected. Infants fed formula made with fluoridated tap water—at the reduced level of 0.7 ppm—will still receive up to 175 times more fluoride than a breast-fed infant. In their supporting documents, EPA has not calculated the risks to the bottle-fed infant. In fact, infants from birth to six months of age were completely excluded from any consideration by EPA, despite HHS's own admission that “The period of possible risk for fluorosis in the permanent teeth…extends from about birth through 8 years of age.”(12) As the most susceptible subpopulation, the potential for long-term, irreparable damage to developing infants must be seriously considered, and should extend beyond just their teeth.

• African-American children and low-income children will not be protected. HHS 's reference (p. 2386) to the study by Sohn et a l.(13) failed to mention that African-American and low-income children were found to consume significantly more total fluids and plain water, and thus receive more fluoride from drinking water, than white or higher-income children. African-Americans have been shown to have an increased risk of developing dental fluorosis, and are at higher risk for suffering from the more severe forms of this condition. (14) Despite receiving high intakes of fluoride, low-income and minority children living in fluoridated communities continue to suffer from rampant and severe dental decay (15-18)—undermining the common premise that fluoridation will prevent these problems. Additionally, low-income children have a greater risk for suffering from all forms of fluoride toxicity, as poor diet exacerbates the detrimental effects of fluoride. This is clearly, therefore, an environmental justice issue.

• HHS has failed to consider fluoride's impact on the brain. Over 100 animal studies have observed fluoride-induced brain damag e (19), 24 human studies have reported lowered IQ in children exposed to various levels of fluoride (20), and at least 6 other studies have found non-IQ neurological effects such as impaired visuo-spatial organization. (21-26) One study of 500 children in China observed reduced IQ at a water fluoride level of 1.9 ppm (27, 28) and another reported a reduction in IQ at even lower (mean=1.3 ppm) water fluoride levels. (29) HHS's new recommendation of 0.7 ppm offers no adequate margin of safety to protect all of our children, including those with iodine deficiencies (30-32), from experiencing similar neurological damage.

• HHS has failed to consider fluoride as an endocrine disruptor. The 2006 NRC report (33) state s that fluoride is an endocrine disruptor, and even at low levels can be detrimental to the thyroid gland. Pre- and post-natal babies, people with kidney disease, and above-average water drinkers (including diabetics and lactating women) are especially susceptible to the endocrine disrupting effects of fluoride in drinking water.

• HHS has failed to consider or investigate current rates of skeletal fluorosis in the U.S. According to EPA's supporting documen t (34), there is a general lack of information on the prevalence of stage II skeletal fluorosis in the U.S. Yet, many of the symptoms of stage II skeletal fluorosis (e.g. sporadic pain, stiffness of the joints) are identical to arthritis (35-40), which affects at least 46 million Americans. People with renal insufficiency are known to be at an elevated risk for developing skeletal fluorosis (33), as crippling stage III skeletal fluorosis with renal deficiency has been documented in the U.S. at water fluoride levels as low as 1.7 ppm. (41) Since skeletal fluorosis in kidney patients has been detected in small case studies, it is likely that systematic studies would detect skeletal fluorosis at even lower fluoride levels.

• HHS has failed to consider fluoride as a potential carcinogen. Bassin et al. (42) reported a significantly elevated risk of osteosarcoma in boys living in fluoridated communities, and thus fluoride may be a carcinogen. Chester Douglass, who has serious conflicts-of-interest concerning fluoride research, has stated that a subsequent study will refute these findings (43), bu t no publication has appeared in the five years since he made this claim. As EPA has still not completed carcinogenicity testing for fluoride, HHS should not support the addition of a potential carcinogen to our drinking water.

• HHS has failed to confirm the safety of silicofluorides. Despite being used in more than 90% of artificial water fluoridation schemes, no chronic toxicity testing of silicofluorides has ever been completed: “No short-term or subchronic exposure, chronic exposure, cytotoxicity, reproductive toxicity, teratology, carcinogenicity, or initiation/promotion s tudies were available” for the toxicological summary for silicofluorides, as prepared for the National Institute of Environmental Health Sciences. (44) However, recent epidemiological research has found an association between the use of silicofluoride-treated community water and increased blood lead concentrations in children (45) – a link that is consistent with recent laboratory findings. (46) HHS has failed to inform the American public that the fluoridating agent used in drinking water is a hazardous waste product from the phosphate fertilizer industry, and can be laced with arsenic and radionuclides, (47, 48) which are known carcinogens. HHS should not support the addition of a non-tested substance to our drinking water.

Most of the arguments listed above are covered in far more detail in the recently published book “The Case Against Fluoride” by Connett, Beck and Micklem (Chelsea Green, 2010). We urge director Sebelius to appoint a group of experts from HHS, who have not been involved in promoting fluoridation, to provide a fully documented scientific response to the arguments and evidence presented in this book. Were director Sebelius to do this we strongly believe that neither she nor these experts will want to see the practice of water fluoridation continue. The practice is unnecessary, unethical and hitherto the benefits have been wildly exaggerated and the risks minimized. A scientific response to this book from a HHS team would allow the public to judge the cases both for and against fluoridation on their scientific and ethical merits.

Councillor Fleury asked me to respond to you on his behalf. Thank you for your inquiry and request for information on the City's awareness of, and position on, research conducted about water fluoridation.

Fluoride and the possible effects of adjusting its level in drinking water is one of the most intensely researched areas of public health with several hundred recent publications. A number of recent, major studies have examined the potential for adverse health effects related to fluoride. Ottawa Public Health has reviewed these major studies. All concluded that water fluoridation is a safe and effective method of reducing dental decay at all stages of life. Despite claims to the contrary, they all confirmed that there is no credible scientific evidence to suggest adverse health effects related to water fluoridation.

Water fluoridation is endorsed by all reputable health organizations including the World Health Organization and Canada’s national agency, Health Canada. In addition, Health Canada's Chief Dental Officer, Dr. Peter Cooney has credited the practice as an equitable approach to dental health by stating, "The big advantage of water fluoridation is that it benefits all residents in a community, regardless of age, socioeconomic status, education, or employment."

In 2010, Health Canada completed an extensive review of the health risks associated with fluoride in drinking water. The results of this review are summarized in Health Canada’s Guidelines for Canadian Drinking Water Quality: Guideline Technical Document which is accessible at: http://www.hc-sc.gc.ca/ewh-semt/alt_formats/hecs-sesc/pdf/pubs/water-eau/2011-fluoride-fluorure/2011-fluoride-fluorure-eng.pdf. Further, specifically related to Ontario, the Ontario Medical Association (OMA) approved a policy that supports the addition of fluoride to drinking water following extensive research on the issue. In spite of the overwhelming evidence, a great deal of anecdotal information continues to circulate. Detailed review of this information has shown that it is not based on scientific or thorough research and only selectively or partially examines the issue.

The City of Ottawa follows the Health Canada recommendations to establish a level of 0.7 mg/L as the optimal target concentration for fluoride in drinking water, which would prevent excessive intake of fluoride through multiple sources of exposure. In addition, the Medical Officer of Health follows the Protocol for the Monitoring of Community Water Fluoride Levels under the Ontario Public Health Standards by reviewing reports on Ottawa’s drinking water supply. Many natural water sources in the Ottawa area and some bottled waters, contain higher levels of fluoride than Ottawa’s drinking water. Fluoride exposure from drinking water generally represents 50% or less of the total daily exposure. Individuals who wish to limit their exposure to fluoride have opportunities to do so. In addition to avoiding tea that is high in natural fluoride, reverse osmosis filtration systems that further remove minerals, etc. from drinking water are readily available in the market place.

With all due respect, this answer you provided below looks like a marketing response which does not address my concerns, nor does it refute the evidence I have submitted. May it be possible to put aside the municipal politics' agenda and have a bit of "humanity"?

I am a resident of Ottawa and Councillors Fleury and Tierney have been elected as men that are trust-worthy. If they keep on ignoring citizens’ request, they will loose this credibility and trust-worthiness.

As a citizen, I believe to be right when expecting my elected officials to consider the fruit of some experienced doctor's research. Instead, I feel that you are simply refuting those researches as invalid, without taking the time to investigate and, possibly, learn from them. This might be a wrong way to do politics.

My field of studies is Public Ethics. I'm presently writing my master's thesis on ethical implications of water privatization around the world. For more than a year now, I have researched the effect of private businesses on international water trade policies and municipal water services being privatized (or partly privatized). Water fluoridation issue is, in some ways, very similar to the water privatization issue: they are both contaminated with corrupt politicians and businessmen.

I sincerely hope that Ottawa is exempt from such a corruption.

As a citizen, I don't wish to battle against the person I've voted for. Just like any other citizen, an elected official should be there to serve the people by looking out for the common good. I'm pretty sure Councillors Fleury and Tierney would agree on that. I'd like to see some actions reflecting this agreement. You're in charge now.

It's your decision to stop this insanity that should never have been voted by the City's Council and implemented on Monday, November 15, 1965 (Ottawa Gets Fluoridation).

The overwhelming evidence is more than enough to get moving on this issue.

May it please be possible to present a motion for reconsideration of fluoridation?

Please let me know when you intend to present this motion so I can be present when you do.

Thank you for your comments on the fluoridation of municipal drinking water. Dr. Levy asked me to respond to you on his behalf.

Fluoride and the possible effects of adjusting its level in drinking water is one of the most intensely researched areas of public health with several hundred recent publications. A number of recent, major studies have examined the potential for adverse health effects related to fluoride. Ottawa Public Health has reviewed these major studies. All concluded that water fluoridation is a safe and effective method of reducing dental decay at all stages of life. Despite claims to the contrary, they all confirmed that there is no credible scientific evidence to suggest adverse health effects related to water fluoridation.

Water fluoridation is endorsed by all reputable health organizations including the World Health Organization and Canada’s national agency, Health Canada. In addition, Health Canada's Chief Dental Officer, Dr. Peter Cooney has credited the practice as an equitable approach to dental health by stating, "The big advantage of water fluoridation is that it benefits all residents in a community, regardless of age, socioeconomic status, education, or employment."

In 2010, Health Canada completed an extensive review of the health risks associated with fluoride in drinking water. The results of this review are summarized in Health Canada’s Guidelines for Canadian Drinking Water Quality: Guideline Technical Document which is accessible at: http://www.hc-sc.gc.ca/ewh-semt/alt_formats/hecs-sesc/pdf/pubs/water-eau/2011-fluoride-fluorure/2011-fluoride-fluorure-eng.pdf. Further, specifically related to Ontario, the Ontario Medical Association (OMA) approved a policy that supports the addition of fluoride to drinking water following extensive research on the issue. In spite of the overwhelming evidence, a great deal of anecdotal information continues to circulate. Detailed review of this information has shown that it is not based on scientific or thorough research and only selectively or partially examines the issue.

The City of Ottawa follows the Health Canada recommendations to establish a level of 0.7 mg/L as the optimal target concentration for fluoride in drinking water, which would prevent excessive intake of fluoride through multiple sources of exposure. In addition, the Medical Officer of Health follows the Protocol for the Monitoring of Community Water Fluoride Levels under the Ontario Public Health Standards by reviewing reports on Ottawa’s drinking water supply. Many natural water sources in the Ottawa area and some bottled waters, contain higher levels of fluoride than Ottawa’s drinking water. Fluoride exposure from drinking water generally represents 50% or less of the total daily exposure. Individuals who wish to limit their exposure to fluoride have opportunities to do so. In addition to avoiding tea that is high in natural fluoride, reverse osmosis filtration systems that further remove minerals, etc. from drinking water are readily available in the market place.
